HKJC Faces Growing Pressure After Suspension of Basketball Betting Plans

The Hong Kong Jockey Club (HKJC) is coming under increasing pressure following the suspension of its planned basketball betting launch, a decision made by the Home Affairs and Youth Bureau.
The move has raised concerns across local communities and among stakeholders, as the organization had already committed substantial financial resources to the initiative. With uncertainty surrounding whether the project will proceed at all, questions are mounting about the broader impact on the club’s operations and long-term strategy.
As Hong Kong’s sole licensed gambling operator, the HKJC plays a unique and significant role in the region’s economy. It oversees multiple betting markets, including horseracing and football, and must make heavy upfront investments before launching any new vertical. Typically, this involves spending well over HKD$100 million (approximately USD$12.76 million) on infrastructure, specialized software, and staffing. Reports suggest that the club had already invested several hundred million dollars into preparing its basketball betting platform, making the suspension a costly setback.
The situation is further complicated by existing financial pressures tied to the club’s football betting operations, which launched in 2022. Authorities imposed a special football betting duty of HK$2.4 billion on the HKJC, in addition to the standard 50% tax rate it already pays. This additional levy, set to remain in place until the 2027/28 financial year, was introduced to boost short-term government revenue but has added strain to the club’s financial model.
Public figures have begun voicing concern about the implications of these developments. Doreen Kong Yuk-foon, a former lawmaker, highlighted the broader societal impact, noting that many non-governmental organizations rely heavily on HKJC funding. With Hong Kong facing ongoing challenges such as an ageing population and tighter public spending, she argued that supporting the club would ultimately benefit social welfare initiatives across the city.
Despite these pressures, the HKJC remains a major contributor to the community. According to its latest annual report, the organization donated more than HKD$9 billion during the 2024/25 financial year. Its funding has supported a wide range of projects, from large-scale Lunar New Year celebrations, including fireworks and drone shows, to environmental initiatives like the recently opened Jockey Club Nature Conservation Centre at Kadoorie Farm and Botanic Garden.
For now, the future of basketball betting in Hong Kong remains uncertain, leaving the HKJC navigating both financial challenges and growing public scrutiny.
