Brazil Launches National Betting Forum to Align Regulation Across States

The move is part of a broader effort to create a more coordinated and unified regulatory framework across the country’s federal structure.

SINAPO will operate under the Secretariat of Prizes and Betting (SPA), serving as a permanent platform for dialogue between federal and regional authorities. The forum is designed to support the development and refinement of public policies related to lottery systems and betting operations, while also encouraging closer cooperation between jurisdictions. By bringing together different levels of government, authorities aim to ensure greater consistency in how the sector is regulated and supervised nationwide.

To participate, eligible entities must submit a signed adhesion term along with the nomination of both a primary and an alternate representative. These requirements are intended to ensure structured and continuous engagement in the forum’s activities. The Ministry has made all necessary documentation, including the adhesion agreement and representative forms, available through the SPA portal.

The creation of SINAPO reflects a growing emphasis on regulatory alignment and technical collaboration. Among its key objectives are the exchange of best practices, improved data integration, and the strengthening of institutional capacity across participating regions. Authorities also aim to enhance transparency, legal certainty, and integrity within the betting and lottery sectors, with particular attention to consumer protection.

According to the SPA, SINAPO meetings will take place on a quarterly basis and will maintain a technical focus. Sessions may be conducted in person, remotely, or in hybrid formats depending on logistical considerations. A detailed schedule is expected to be released once participation levels from states and the Federal District are confirmed.

Alongside this initiative, Brazil is also considering stricter rules for commercial practices within the betting industry. Recent legislative discussions have included proposals to ban features such as cashback offers and gamification mechanics, signaling a broader push to reinforce responsible gambling standards.
