Cebu City Moves to Block Online Gambling and VPNs on Government Networks to Curb Misuse

This measure, introduced by Councilor Nyza “Nice” Archival, was passed during the 17th Sangguniang Panlungsod regular session held on 22 July. It mandates the city’s Management Information and Computer Services (MICS) office to implement technical blocks across all identified gambling-related domains and VPN services, covering both internal office systems and public Wi-Fi services operated by the government.

The primary objective of the new policy is to prevent the misuse of public internet infrastructure by government employees, particularly during working hours. Officials noted that the growing trend of using VPNs to bypass digital restrictions has allowed users to continue accessing gambling platforms despite previous bans. Councilor Archival emphasized that the combined use of VPN software, browser extensions, and mobile applications to skirt restrictions undermines regulatory efforts and poses risks to employee productivity, financial well-being, and moral integrity.

Enforcement of the measure will rely on a combination of technical controls and existing disciplinary protocols. Any violations will be subject to administrative sanctions under civil service regulations, reinforcing the seriousness with which the government views this issue. The resolution highlighted broader societal concerns linked to gambling, including addiction, financial instability, moral decline, and workplace inefficiency.
