China and ASEAN Unite to Combat Online Gambling and Telecommunication Fraud
China has announced plans to deepen its cooperation with ASEAN nations to combat online gambling and telecommunication fraud.

This decision follows a high-level meeting between Chinese Foreign Minister Wang Yi and ASEAN ambassadors in Beijing, where the growing threat of these crimes was a key topic of discussion.

Wang emphasized the alarming rise in severe cases of online gambling and telecom fraud, particularly in border areas like those between Myanmar and Thailand. These activities have significantly endangered the safety and property of citizens from both China and ASEAN member states. He called on all involved nations to take collective responsibility by implementing robust measures to safeguard their populations and ensuring that perpetrators face strict accountability.

As part of this initiative, China has expressed its readiness to enhance both bilateral and multilateral law enforcement collaborations with ASEAN nations. The goal is to create a secure environment for people-to-people exchanges, curb illegal activities, and maintain stable regional cooperation.

This partnership aligns with China’s broader and increasingly stringent efforts to address cross-border gambling. In 2024, the Supreme People's Court issued directives mandating severe penalties for gambling organisers and repeat offenders. These measures reflect China’s commitment to tackling crimes associated with illegal gambling operations, such as domestic fund outflows, money laundering, fraud, kidnapping, and extortion.

Under the court’s directive, individuals found guilty of organising illegal gambling operations could face heavy penalties, including fines of up to RMB800,000 ($109,000) and, in extreme cases, life imprisonment. This rigorous approach is designed to deter criminal activity while protecting the financial stability and safety of Chinese citizens targeted by overseas casinos and online gambling platforms.

China's joint initiative with ASEAN represents a critical step in addressing transnational crime, fostering regional cooperation, and ensuring the well-being of communities across borders. By working together, China and ASEAN aim to dismantle the criminal networks that exploit vulnerabilities and pose significant threats to regional security.
