Finnish Police Conclude Probe into Helsinki Illegal Casino, Case Sent to Prosecutors
Finnish authorities have concluded an extensive investigation into an illegal casino that operated in the Pasila district of Helsinki between January and October last year.

The case, which involves more than 15 suspects, has now been formally forwarded to prosecutors, who will determine whether criminal charges should be filed.

According to police findings, the suspects rented the premises and organized a range of gambling activities, including card games, roulette, and slot machines. The venue reportedly attracted dozens of visitors, particularly during evening hours, suggesting a well-established and regularly attended operation. Despite the scale of activity, many of those under investigation have been uncooperative. Criminal Inspector Markus Metsänen of the Helsinki police noted that most suspects have been reluctant to provide detailed accounts during questioning.

While the organizers face potential legal consequences, individuals who participated in the games as players are not being treated as suspects. Instead, some have been interviewed as witnesses to help clarify the structure and operation of the illegal venue.

The Pasila case is not an isolated incident. Authorities also uncovered another illegal casino in the Töölö district of Helsinki in September last year, where poker and blackjack games were hosted. Police believe the two operations are partially connected, indicating a broader underground gambling network operating within the capital.

This development comes at a pivotal moment for Finland’s gambling landscape. The state-owned operator Veikkaus is preparing for a major shift, as its longstanding monopoly on certain forms of gambling is set to end in the summer of 2027. Under the planned reforms, Veikkaus will lose exclusive rights to sports betting, online slot machines, and online casino games. However, it will continue to retain control over lottery products, scratch cards, land-based slot machines, and physical casino operations.

Amid these regulatory changes, discussions about expanding the gambling sector are gaining momentum. Officials in Vantaa have proposed the creation of a large-scale gambling and entertainment hub near Helsinki-Vantaa Airport, aiming to capitalize on increased market openness and tourism potential. Although traditional casino operations would still fall under Veikkaus’s authority, proponents argue that broader liberalization could stimulate economic growth.

The proposal has received support from Minister of Climate and Environment Sari Multala, reflecting growing political interest in reshaping Finland’s gambling framework as the country moves toward a more competitive and diversified market.
