Flutter Voices Concerns Over Ireland’s Newly Passed Gambling Regulation Bill

The bill, first introduced in 2022, has now passed through both the Dáil Éireann and the Seanad, marking the most significant overhaul of gambling legislation in Ireland since 1956. Once signed into law, it will lead to the establishment of the Gambling Regulatory Authority of Ireland (Údarás Rialála Cearrbhachais na hÉireann) and introduce several significant changes.
Among the bill’s key provisions are stricter regulations on advertising, a ban on inducements, the creation of a Social Impact Fund, and the establishment of a National Gambling Exclusion Register. The Social Impact Fund will be dedicated to addressing the social harms linked to gambling, while the exclusion register is designed to protect vulnerable players by allowing them to voluntarily exclude themselves from all licensed gambling services. These measures are aimed at fostering a safer gambling environment in Ireland.
However, these new rules have raised concerns across the industry, with some operators, including Flutter Entertainment, voicing reservations about potential unintended consequences. One of the primary concerns relates to the future of horse racing in Ireland, which may be adversely affected by the new restrictions. Flutter is worried that some provisions, such as limits on stakes and wins, as well as advertising restrictions, could negatively impact the industry, potentially reducing revenues that traditionally flow into horse racing, a key sector in Irish sport and culture.
Moreover, the company is particularly troubled by the risk of driving players toward unlicensed and unregulated gambling markets. Restrictions on inducements and advertising, while intended to protect consumers, could inadvertently push them into the hands of black market operators, who often operate outside regulatory oversight. Flutter and other stakeholders have pointed to similar experiences in other countries, where over-regulation has led to an increase in unregulated gambling activities, further complicating efforts to maintain player safety.
A spokesperson for Flutter UKI stated, “As a vocal advocate for regulation in Ireland for more than a decade, we welcome the new Gambling Regulation Bill but remain concerned about a number of unintended consequences. While we support much of what is contained within the new legislation, we believe the way it has been written could have an impact on the future of horse racing in Ireland and drive more players into the open arms of the unlicensed and unregulated black market.”
Despite these concerns, Flutter emphasized its readiness to collaborate with the newly formed Gambling Regulatory Authority of Ireland to help elevate industry standards. The company remains hopeful that through close cooperation, the challenges identified can be addressed without compromising the bill’s overarching goal of protecting consumers and ensuring a safer gambling environment.
As the new legislation moves closer to becoming law, the weeks and months ahead will likely see ongoing dialogue between the industry and the regulatory authorities to ensure a balanced approach that addresses concerns while safeguarding the interests of players and stakeholders across Ireland’s gambling landscape.
