Missouri is on the verge of a significant change in its gambling landscape, as voters appear set to approve a measure legalizing sports wagering across the state.

This approval, which comes via Amendment 2, will position Missouri as the latest state to welcome regulated sports betting. Pending final confirmation, the practice could be legally available as soon as December 5, 2024, with revenue set to be taxed at a 10% rate.

Amendment 2, which amends the Missouri state constitution, allows for a variety of sports wagering options. The approved measures will enable licensed online sports betting, gambling boats, sports betting districts, and mobile betting licenses, creating multiple pathways for bettors to engage with this new offering. Strict federal regulations, including the prohibition of betting for individuals under 21, will still apply, ensuring adherence to existing national age limits on gambling.

The Missouri Gaming Commission (MGC) has outlined how the 10% tax on sports wagering revenue will benefit the state. Provisions allow deductions for promotional offers and federal taxes before state revenue calculation. Importantly, a portion of the tax revenue will fund Missouri's Compulsive Gambling Prevention Fund, helping to mitigate the social impacts that can come with expanded gambling options.

If the measure continues to receive voter support, newly approved amendments can be enacted into law 30 days post-approval. This timeline would allow Missouri to officially launch sports wagering on December 5, 2024.

Initial estimates predict considerable economic benefits for the state. While implementing this new framework could cost Missouri about $5.2 million annually, state agencies anticipate an immediate boost from the initial licensing fees, expected to bring in around $11.75 million. Additionally, forecasts suggest that tax revenue could reach $28.9 million per year, providing an ongoing revenue stream to support various state programs.

Beyond the direct tax revenue, the economic impact of sports betting in Missouri is projected to be substantial. A report from Winning for Missouri Education predicts a staggering $21.8 billion in wagers over the first five years following legalization, with nearly all of these bets—98%—expected to be placed online. This high percentage underscores the importance of mobile betting as a cornerstone of the industry, offering convenience and accessibility to bettors throughout the state.

Despite the progress with Amendment 2, not all gambling-related measures found support. Amendment 5, which proposed the addition of a new gambling boat license along a designated area of the Osage River, was ultimately unsuccessful. The amendment had aimed to expand gambling options further by permitting additional riverboat casinos but did not gain enough traction to pass.

The journey to legalized sports betting in Missouri has been years in the making. In 2019, an initial proposal to legalize sports wagering was unsuccessful. Conversations around the topic resurfaced in 2021, as lawmakers grappled with the rise of illegal sports betting in the state. Renewed discussions in January 2022 laid the groundwork for this current proposal, reflecting increased support for regulated gambling options as public sentiment shifted and other states demonstrated successful implementation.

With the finish line in sight, Missouri’s sports betting industry is poised to provide both entertainment and economic benefit. Missouri residents and visitors will soon have a chance to engage in legalized sports betting within a regulated framework, bringing the state in line with many others that have embraced this growing industry.
