Montenegro Intensifies Crackdown on Illegal Gambling Operations

The Government of Montenegro confirmed that enforcement measures have recently been expanded, with a particular focus on unlicensed gaming equipment, illegal advertising, and violations involving the protection of minors.

One of the main priorities for the Gambling Inspectorate has been the detection and seizure of illegal gaming machines and betting terminals placed in locations where gambling activities are prohibited by law. Authorities reported that such devices were found in hospitality venues, petrol stations, and other public areas operating without proper authorization.

Working alongside the Police Directorate and the State Prosecutor’s Office, inspectors recently removed 22 illegal gaming machines and terminals from circulation. Officials described the action as part of an ongoing campaign aimed at eliminating unregulated gambling operations and reinforcing compliance within the sector.

At the same time, inspections of licensed gambling venues have also been increased. Regulators are monitoring whether operators are using gaming machines and equipment strictly in line with permits issued by the competent authorities. The government stated that ensuring compliance among licensed operators is essential for maintaining order in the market and protecting consumers.

Special attention has also been directed toward underage gambling prevention. According to authorities, five requests for misdemeanour proceedings were filed after minors were discovered inside betting shops and gaming clubs. Officials emphasized that protecting minors remains one of the key objectives of Montenegro’s gambling policy.

In addition, four separate misdemeanour proceedings were launched against gambling operators accused of unlawfully promoting their services on public billboards in violation of advertising regulations.

Montenegro has also continued efforts to combat illegal online gambling. Last year alone, authorities blocked access to more than 450 unlicensed gambling websites. However, regulators acknowledged that offshore operators continue to adapt to restrictions through alternative methods.

According to state institutions, many unlicensed platforms avoid detection by using mirror websites, changing IP addresses, or integrating cryptocurrency payment systems that allow players to deposit funds outside traditional banking channels.

For the past three years, Montenegro’s Gambling Administration has cooperated with the Ministry of Finance and the Central Bank in attempts to prevent transactions from domestic bank accounts and payment cards to unauthorized foreign gambling operators.

Despite ongoing challenges, the government reiterated that illegal gambling activities will not be tolerated and pledged to continue implementing strict enforcement measures aimed at identifying, sanctioning, and preventing unlawful operations throughout the sector.
