Puerto Rico Pushes “Las Vegas-Style” Gaming Expansion Amid Industry Concerns

The initiative, introduced as Senate Bill 960 by Roxanna Soto Aguilú, proposes amendments to the current Gaming Commission framework to permit new gaming verticals, including standalone poker rooms, interactive electronic lotteries, and betting on esports competitions.

The bill is positioned as a strategy to strengthen public finances, with projections estimating an additional $50 million to $100 million in annual revenue. This follows a recent fiscal year in which gambling activities generated approximately $362 million, of which $183 million was directed to government coffers. Supporters argue that expanding the scope of legal gaming could increase tax intake, create new employment opportunities, and attract a broader range of tourists, particularly those interested in esports and competitive gaming.

According to Aguilú, the legislation is designed to “increase tax revenue, maximize employment and development opportunities, and open up new service opportunities.” The proposal outlines specific regulatory and fiscal measures for each new vertical. Independent poker venues, for example, would be allowed to operate outside traditional casino environments, subject to licensing requirements, infrastructure standards, and a 15% tax on gross income. Esports betting would be taxed at 12% on net winnings, while interactive lottery products would carry a 20% contribution, with a portion earmarked for social initiatives and responsible gambling programs.

The proposal also reflects broader fiscal pressures facing the territory, as policymakers look for alternative revenue streams amid ongoing budgetary constraints and external oversight. However, the initiative has sparked concern among industry stakeholders, who warn that rapid expansion could disrupt the existing market balance and create regulatory challenges.

A comparable trend can be observed in Rio de Janeiro, where local authorities are pursuing a similar vision of developing a domestic “Las Vegas-style” entertainment hub. Led by Loterj, that initiative includes integrated concepts such as betting-enabled sports bars, live entertainment venues, Video Lottery Terminals, and nightlife experiences.

Senate Bill 960 will now proceed through the legislative process in Puerto Rico, with further scrutiny expected during committee reviews. Its final outcome could play a significant role in shaping the future of the island’s gaming and tourism industries.
