In a recent announcement, Thailand’s Deputy Finance Minister Julapun Amornvivat revealed that the government's ambitious plan to develop a mega entertainment complex, which will feature a casino, is moving forward!

The decision comes on the heels of a public hearing in which a substantial majority—80% of attendees—expressed support for the project.

The proposed entertainment complex, part of a broader initiative to legalize casinos and expand the gambling sector in Thailand, was initially outlined in the draft of the ‘Casino Bill’ released for public consultation in August. This large-scale development is projected to draw predominantly Thai gamblers, who are expected to make up about 90% of the complex’s clientele. The project is anticipated to boost tourism revenue by approximately 12 billion Thai Baht (about $340 million).

The move to legalize casinos has been a topic of discussion in Thailand for some time. Former Prime Minister Thaksin Shinawatra had already initiated steps towards this legalization before his ousting. The current government, under the leadership of the new Prime Minister, has continued this agenda with strong backing from the Prime Minister’s father, signaling a commitment to see the plan through.

As part of the regulatory framework for the casino project, several key provisions have been established:

  • Licensing: The casino will be granted an initial operating license valid for 30 years, with the requirement to renew the permit every decade. Each license will incur a fee of 5 billion Thai Baht, alongside an annual fee of 1 billion Baht.

  • Taxation: The project will be subject to a 17% tax on gaming revenue, designed to ensure substantial financial returns for the government.

  • Entrance Fees: To regulate access and ensure affordability, the entrance fee for Thai citizens will be capped at 5,000 Thai Baht per person.

These measures are part of a larger strategy to manage the economic and social impacts of the new casino sector, aiming to balance revenue generation with responsible gambling practices.
