Uganda Launches National Gaming Regulator to Tackle Betting Risks and Boost Oversight

The Board was inaugurated in Kampala during a formal session attended by top government officials, including the Minister of Finance, Matia Kasaija, who emphasized the dual importance of the gaming industry as a source of non-tax revenue and as an area requiring responsible management.
The establishment of the NLGRB comes amid growing concerns over the social consequences of gambling, particularly among young people. Lawmakers have urged the new regulatory body to go beyond the traditional scope of licensing and enforcement, and to take a proactive approach in addressing gambling addiction and public health risks. Several Members of Parliament specifically called on the Board to develop and implement strategies that curb gambling-related harm, including underage betting and the influence of unregulated operators.
Officials from the Ministry of Finance, which oversaw the creation of the NLGRB, stated that the move reflects the Government’s commitment to formalising the sector and establishing a strong framework for oversight and consumer protection. The Board is expected to collaborate with stakeholders across various sectors, including public health, education, and civil society, to ensure that gambling is conducted in a controlled and socially responsible manner.
Minister Kasaija noted that Uganda is not aiming to stifle the gaming industry but to guide it toward sustainable and responsible growth. This is especially relevant as the country plans to use betting tax revenues to support national priorities, such as infrastructure and sporting events, including preparations for hosting the Africa Cup of Nations (AFCON) in 2027.
With the Board now operational, the spotlight is on how it will navigate the delicate balance between fostering a viable gaming market and mitigating its potential risks. The coming months will likely reveal the effectiveness of the NLGRB in shaping a safer and more transparent gambling environment in Uganda.
