Denmark to Introduce Mandatory Licensing for Game Suppliers by July 2025!
Denmark is set to introduce new licensing requirements for game suppliers, with adherence to a revised certification program becoming mandatory from 1 July 2025!

This move signifies a significant regulatory change in the Danish gambling market, aiming to enhance the integrity and security of gambling operations within the country.

Starting from 1 January 2025, all game suppliers wishing to provide their services to gambling operators licensed in Denmark must first obtain a licence from the Danish Gambling Authority. To facilitate this transition, the Danish Gambling Authority will begin accepting applications for these licences from 1 September 2024. In support of this process, the Authority has prepared comprehensive guidance materials and made application forms available online. Detailed information can be accessed under the "Game Suppliers" section of the Danish Gambling Authority’s official website.

One of the critical requirements stipulated by the Danish Gambling Authority is that game suppliers' products, including games, game platforms, business procedures, and systems, must undergo rigorous testing and inspection by an accredited testing company. These tests must align with the standards set forth in the Danish Gambling Authority's certification program before any games can be offered to licensed gambling operators in Denmark.

Currently, a revised version of the certification program is under development. This new program aims to clarify the respective responsibilities of operators and game suppliers, ensuring a more streamlined and transparent certification process. The revised program is expected to be finalized and open for public consultation by mid-July 2024, with full implementation scheduled for 1 January 2025. Alongside the new certification program, updated standard reports will also be made available from this date.

To coincide with the introduction of supplier licences, the Danish Gambling Authority will launch a new portal for managing game certificates, known as the ‘Games Register.’ This portal, slated to be operational by 1 October 2024, will serve as a central hub where game supplier applicants can upload their information and game certificates as part of the application process. Applicants will receive login details to access this portal, facilitating a more efficient and organized submission process.

Importantly, existing game certificates and certifications under the current program will remain valid, thereby eliminating the need for re-certification of already tested and inspected games or systems. However, starting 1 July 2025, compliance with the new certification program will become mandatory. The Danish Gambling Authority strongly encourages game suppliers and operators to adopt the updated program as soon as possible to ensure seamless compliance with the new regulations.

In a related development, the Danish Gambling Authority recently reported its Gross Gaming Revenue (GGR) for May, which saw a year-on-year decline of 3.4%. This highlights the dynamic nature of the Danish gambling market and underscores the importance of the forthcoming regulatory changes aimed at strengthening the sector's overall framework.
